Edit hover, focus, and disabled styles instead of only the default state.

Most interactive elements have more than one state. Buttons can be hovered, focused, pressed, or disabled. Right now you can only edit whichever state happens to be visible. As soon as you move the mouse away to make a change, the hover state disappears.
States become something you can lock. Switch to hover, focus, pressed, or disabled, and the element stays in that state while you edit it. Change the colors, border, shadow, animation, or anything else, then switch back when you're done.
Focus is especially useful. Browser focus outlines often get removed because they're hard to see and style. Being able to lock the focus state makes it much easier to customize it instead of hiding it.
